How A Bill Becomes A Law

This is simple as I can make it. I am not getting into morality, values, etc., I honestly don't care what consenting adults do behind closed doors, as long as it doesn't infringe upon my rights.
But the fact of it is, the Supreme Court has no authority whatsoever to write or pass laws. Our Constitution is quite clear on that. That is called the system of checks and balances. They can't write laws because their job is to interpret the law, determine the constitutionality of the law, and apply it to individual cases.

How could they then be impartial when ruling on an appeal brought before them as to the Constitutionality of a law they, themselves wrote?

Here's the pre-school explanation of how a bill becomes a law. Clearly, this issue is not going away because of the emotions, convictions, and the conventional ideas about marriage. Don't reply to this post with Bible quotes and personal beliefs. This post is to address the overlying issue of government over-reach.
